The Individuals with Disabilities Education Act (IDEA) requires each state to develop a state performance plan/annual performance report (SPP/APR) that evaluates the state’s efforts to implement the requirements and purposes of the IDEA and describes how the state will improve its implementation.
The SPP/APRs include indicators that measure child and family outcomes and other indicators that measure compliance with the requirements of the IDEA.
A state is required to submit a state performance plan (SPP) at least every six years. Each year, states must report against the targets in its SPP in an annual performance report (APR).
For this purpose, Palau is a state. The Palau Ministry of Education is the State Educational Agency (SEA).
SPP
- The last SPP was submitted with the grant application for FFY2021 (July 1, 2020 to June 30, 2021)
- That SPP covered the five years FFY2021-2026 (July 1, 2020 to June 30, 2026).
- A new SPP should be submitted for FFY2027.
APR Submission Dates
The APR is submitted on February 1st of each year by the MOE.
APR Coverage Period
The APR covers the previous complete U.S. Federal Fiscal Year - July 1st to June 30th.
For example, the APR submitted on February 1, 2026 covers the previous completed fiscal year. The previous completed fiscal year is July 1, 2024 to June 30, 2025.
APR Timelines, 2026 example
- Feb 1, 2026 - MOE submits its APR
- Feb 2, 2026 to around May 2026 - OSEP works with MOE to finalize the APR
- June 2026 - OSEP makes its response the APR, in its 'Determination Letter' to the Minister of Education
- July 1, 2026 to June 30, 2027 - MOE, during SpEd implementation, addresses issues indicated in the determination letter
